If new skills were added, I think increased would be appropriate. If previous skills were strengthened, then I would say improved is appropriate.

cooking skills aren't really measurable is the thing. you increase your long jump distance or the length of time you can go during sex. cooking skills are intangible & "improved" makes more sense as it is more of an intangible verb

No, no, no, there are all sorts of skills and techniques involved in cooking which one can acquire! So, since there are countable skills, increase can be used in the acquisition of new cooking skills.

Learning how to make tacos without a seasoning packet is a skill he added to his skillset, thus increasing the cooking skills he has.

that is not really a skill and you know it. skills are broad ideas that are applicable to other areas. learning how to make a sauce is a skill. learning how to broil or how to grill are skills; learning how to marinade is a skill. learning how to make tacos without a seasoning packet is perhaps an offshoot of sauce-making but it is not sauce-making itself. that would be like saying you learned how to ride a horse by mastering the art of putting the saddle on it

I like how you relate no-packets to a subset of the sauce making skill, and I definitely see your point from that angle. If making that sauce without a seasoning packet is viewed as a strengthening of an already present sauce making skill, then you're right that it is improving, not increasing. I could be a sillypants, though, and say that learning how to season a sauce without a packet is a skill
