you can buy the exceptionally fatty (25-30%) ground beef at dirt-cheap prices, just make sure you don't drain it after cooking! brown some of that up, dump in some tomato sauce and let it simmer, make yourself some pasta. plenty of fat and carbohydrates to get some weight on, and cheap to boot! also, try making mac and cheese with a stick of butter. it's filling and fattening as all hell, and butter is fairly cheap as well
