Women wearing ultra short shorts, where you can see ass

I've noticed over the last year or so more and more women wearing shorts that are so short that you can see the underside of their butt.

Just yesterday I was out shopping with my wife in a mall and a g.uy and his girlfriend walking together... I turn around to glance after they pass me by and I could see a lot of butt there. So first of all how was that dude OK with his girlfriend showing ass like that....and secondly I'm not exactly complaining...

These aren't at beaches or parties necessarily, this is now just everyday attire apparently.

And how is this actually legal and doesn't break public indecency laws (in USA, UK, Europe).

I guess I don't get out much or maybe it's Dallas Texas where the dress code might be more conservative, but I've really only noticed this since the last year or so. But googling the trend I see that it picked up five years ago, and I'm curious how it is in other states and countries like UK and European ones.
