Perspective: They were trying to reason with him peacefully for the first minute and a half of this video (and who knows how long before it begins), used restraining but non-violent techniques to clothe this pendejo for the next 40 seconds, then he began struggling and was wrestled down. I wasn't a fan of the knee-drop, but all this dude had to do was put the damn clothing back on or at least get on his stomach.



Part of me wants to say the knee drop to the chest exacerbated the situation but he was not, by any means, going to stop and be reasonable about it. He didn't appear to be violent but it beats (pun fully intended) the billy or a solid tackle. I think it was just use and they did a good job.
