Sounds like something straight out of Half-Life.
I'll never forget the excitement of dialing up to play some rounds of counterstrike v1.0-1.3 and Half-Life. Nor the raging fury of getting disconnected whenever someone called when I was in the zone.

If the last part of the tone went too long, I would go

The noise itself was tone based communication via voice between your modem and the server it was calling in to. The option was always there to not pipe the modem sound through your speakers.
