the chinese have so much excess labor that they can build anything fast.
check out this 35K seat stadium that they built in costa rica in a little over a year:

It wasn't the fact that there was so much labour (excess labour = no help to a building site), but it seemed like a flat packed building that they can ship anywhere. Awesome video.
