oh it will never happen. you ever notice how dull most tax payer projects are when it comes to infrastructure? as soon as someone starts to be artistic you get people screaming about gummit spending and soshilism. it's fucking retarded, really. the only exceptions i've seen are some public libraries - which tea-hadist don't use anyways so they usually are actually built with a bit of taste/creativity. sometimes museums as well but a private donor is usually involved.
