Salt is an electrolyte, not a conductor, meaning it can conduct electricity only when dissolved in a solvent like water, where the ions are able to move freely.

Salts on their own have their atoms in a fixed lattice with no degree of freedom, through which electrons cannot move freely about, hence why a dry salt doesn't conduct electricity.

Distilled water (free of any salts) is actually a poor conductor of electricity, the presence of minerals is what makes it conductive. If you drop a cellphone in sea water while its off, you can clean it out with distilled water and let it dry and it would still work.

Luigi Galvani (September 9, 1737 – December 4, 1798) was an Italian physician and physicist who lived and died in Bologna.
