CD piracy is/was a huge problem in Japan, to the point that nobody would buy CDs. The inclusion of a bonus track was supposed to lure them into buying it.

That's only half of the thruth. The CD's are expensive in Japan and if you order from abroad (say Amazon) you can buy just released album 6-10 euros cheaper that way. Thus they started adding bonus tracks to albums so that people in Japan would buy from their own retailers.

+ also (Beany also has said this before) Japan's music $$$ is made by mostly their country-folk musicians & artists.

Why should they buy some gaijin band/singers album? international distributor will give you bonus tracks if you manufacture & sell them in Japan, so that's the incentive.
